Land Use Issues and Tier Level Expansions

May is Asian American Pacific Islander Heritage Month and Crescenta Valley Town Council acknowledges the contributions to our community and the country by these citizens and the CVTC continues to stand together in solidarity against hate.

LA County announced it will reopen an additional 30 of its 85 libraries for in-person service beginning May 10. Fifth District libraries will be open at 75% capacity while also maintaining six feet of physical distance for customers.

CVTC is working with the office of Supervisor Kathryn Barger and LA County Dept. of Parks & Recreation on a plan to create an outdoor gym at Two Strike Park. This idea was presented by community member Alexandra Mirzakhanian, who worked very hard for this. On the same note, CVTC is working to create a community garden at one of our parks.

News from the CVTC Land Use Committee meeting held on May 6

2413 Foothill & 4521 Briggs (NW corner of Foothill & Briggs) – RPPL2019006557 housing permit associated with Conditional Use Permit RPPL2019006553 to establish a mixed-use 40 unit, 52-foot tall, five stories (four units affordable at 50% AMI) ground floor 2,500 sf commercial, 1,700 sf multipurpose room and three levels of underground parking (103 standard spaces) in the C-2-DP-BE zone. Requested 35% density bonus and two incentives (10 feet height increase and FAR) via Discretionary Housing Permit. RPPL 2019006559 is housing project next to it.

2434 Foothill Blvd (SE corner of Sunset), Mr. Garo Nazarian (Domus Design) – Project PRJ2020-001576; Plan RPPL2020005035 filed 8/10/2020. Four-story, 31-unit apartment building with two-level sub-garage. Providing three affordable units at 50% AMI and requesting one incentive – 10 feet height.

Per Planner Elsa Rodriguez, the project is ministerial/by right, but may become discretionary due to oak tree encroachments. (Zoned C-2-BE)

Upon reaching the yellow tier in LA County, restaurants are no longer limited to 200 people, which was required at the orange tier level, but are still limited to 50% capacity. The limit can increase to 75% if all guests show proof of full vaccination or a negative COVID test. Additionally, shopping malls may open their common areas with modifications. In the yellow tier, amusement parks and fairs can expand to 35% capacity from 25% in the orange tier. Also, gyms, movie theaters and card rooms can open to 50% capacity and, if all guests show proof of full vaccination or a negative test, the limit can increase to 75%.

As we continue to reopen, I urge residents 16 years and older to get vaccinated; vaccinations are now available at sites countywide with no appointment necessary. Head to VaccinateLACounty.com to get answers to questions and to find a vaccination site near you. I am encouraged by the progress we’ve made recently and look forward to taking more steps to restore our neighborhoods, businesses, schools and recreation outlets.
