The officer activated his lights to initiate a stop but the driver, a 26-year-old La Crescenta man, did not stop. The driver continued northbound, passing Prospect Avenue, then passed Mary Street and continued north towards Foothill Boulevard.     The officer was certain the driver of the scooter saw the red lights and blue light. He also activated the sirens. The scooter driver reportedly turned and looked at the patrol vehicle several times. The officer reportedly heard the scooter’s motor rev higher as the scooter accelerated eastbound on Foothill Boulevard. The driver approached the signal light at Foothill Boulevard and Rosemont Avenue. The driver turned right and entered a strip mall driveway on the southeast corner of Rosemont Avenue and Foothill Boulevard and continued west through the lot, back out onto Rosemont.
The officer continued to follow the scooter, with lights and sirens. The scooter then drove through the parking lot again in the opposite direction from earlier. The driver headed southbound on Rosemont, still not eluding the police unit. The scooter started accelerating toward Mary Street. The driver suddenly stopped. The officer ordered the suspect to lie on his stomach. He stepped off the scooter. He was wearing a dark helmet that covered his face and a bulky jacket, according to the officer. The officer again ordered his command to the driver, who again did not comply. The officer drew his weapon and ordered him again to lie on his stomach. Again no response from the suspect. The officer walked toward the suspect and pushed him to the ground. He was able to handcuff the suspect and arrest him.
It was later found the scooter was stolen from a Glendale man. He had loaned the scooter to a friend about eight months earlier. The friend told the scooter owner that he had parked it outside a theater in Burbank and it had been stolen. When asked why he didn’t stop for the patrol vehicle the suspect said at first he didn’t realize the vehicle behind him was a police unit and later said he was scared but would not explain why.
